Why Does House Ways and Means Chair Allow Staffer to Chain His Wife?

In Judaism, there is the woman known as the agunah.  Today, agunot are, almost exclusively, the wives of husbands who refuse to grant them gets (religious divorces).  They are known as chained women because they are literally chained to their husbands.  They cannot move on with their lives and remarry religiously.  From a standpoint of Jewish Law any such relationship would be considered adulterous and any children from that relationship would be considered illegitimate.  That is because she is still considered married to her previous husband until he grants her a get or he dies.

Rep. Dave Camp (R-Michigan), the chairman of the House Ways and Means Committee, employs a staffer who chains his wife.  Aharon Friedman has been separated from Tamar Epstein for four years.  Back in 2010, they were civilly divorced.  He has been condemned and censured (PDF).  There have been calls from leading rabbinic bodies to exclude him from communal life.  All this in an attempt to convince him to free Tamar Epstein.  Despite all this pressure he refuses to grant a get.
